High security number plate makers cry favouritism

A day before the opening of tenders for installation of high security vehicle registration plates, a group of certified manufacturers on Tuesday alleged that the state government had made changes in the bid document, which will make all except two companies ineligible.

“The UP government has changed the original tender document to such an extent that it will completely remove competition. They did not take into consideration the suggestions and recommendations made by the manufacturers in the pre-bid meeting on June 13, and made changes which were never discussed before,” said Ravi Somani, Director of the Utsav Safety System Ltd, which is one of the 18 companies across India certified by five testing institutes authorised by the Union Ministry of Road Transport and Highways.

Somani, who is the president of Association of Registration Plates Manufacturers of India, said they had complained to state government officials after getting the revised bid document, which was released on June 21, but there had been no response.

The association comprises 13 out of the 18 certified companies.

Somani said they had a copy of an investigation report of the Internal Security Division of the Ministry of Home Affairs, done way back in 2005, according to which both companies which would qualify the bid in UP on the current eligibility criteria are backed by a single person.

Despite repeated attempts, Transport Commissioner Sudhir Shrivastav was not available for comments.

UP Kapoor of Hind Industries, another certified company, explained, “The Uttar Pradesh government has added a completely new definition of “experience” which means a minimum of one year experience in manufacturing and affixing high security number plates in India. As work is still at the tender stage or has just started in most of the states, only companies working in Sikkim and Meghalaya would qualify for the bid”.

He said that since the concept of high security number plates was new to the country, the central government had introduced a certification process, which had been accepted by all states except UP.

“We could have accepted that the UP government did this to ensure highest possible quality and in order to get big companies, but in the same document the state government has reduced the amount of solvency certification from Rs 50 crore to Rs 40 crore just for these companies. It is shocking and has never been heard of before,” added Kapoor.

Another manufacturer said that recently the West Bengal government had floated the tenders and the average amount quoted for a registration plate was about Rs 350. “By eliminating most manufacturers, the government has created conditions in which two companies can charge the price they want,” he said.

Since the tender would be awarded for the next 10 years, the extra burden on citizens of UP will be thousands of crores, alleged Sandeep Agarwal of Celex Technology, Kolkata.
